Japan is providing US$55 million in aid to Cambodia for road works and human resource development in a report.
Prak Sokhonn, Minister of Foreign Affairs and International Cooperation, and Ueno Atsushi, Ambassador of Japan, announced recently on Monday that an exchange of notes will be signed at the ministry.
The Cambodian Ministry of Foreign Affairs and International Cooperation announced the Japanese government will supply a repayable cash loan of JPY 7,205,000,000 (US$52,600,000) for National Road No. 5 Improvement Project (Prek Kdam – Thlea Ma’am Section).
The ministry noted that an additional sum of JPY 366,000,000 (US$2,670,000) will be granted to fund Human Resource Development Scholarships.
The Ministry of Foreign Affairs said that the provision of the new development assistance will contribute significantly to socio-economic development in Cambodia and also consolidate the outstanding relationship and ongoing close cooperation between both nations.
Soeng Senkaruna, the spokesman of the human rights group ADHOC, said that Cambodia is a developing nation which is in real need of foreign aid and loans to develop infrastructure and human resources.
“The Cambodia government must take care to use aid and loans from foreign countries in a transparent way that serves the nation’s best interest,” said Senkaruna.
“As with past loans and grants, foreign countries that provide aid to Cambodia should take care to audit the use of the cash with the government to ensure the money benefits the intended development project,” he said.
Senkaruna added that previous development projects supported by Japanese loans and grants were monitored for quality and transparency, and all were proven transparent and successful.
